Who defines Biblical Christianity?

In a previous post, I asked the question, “What defines Biblical Christianity?” It was meant to prompt the answer to a question about what are the fundamentals of orthodox Christianity.

Today, I want to pose a similar question, “Who defines Biblical Christianity?” Who historically has defined Biblical Christianity? Who defines it today? Is it individually defined? Is it communally defined, as in a local body? Is it denominationally defined?

This is not a question of “Who defines what I believe?” The question is “Who defines what is orthodox Christianity?”
